Bug in Mailman version 2.1.11.cp3

Please do the following commands:

cd /usr/local/cpanel/3rdparty/mailman/

chown -R mailman.nobody locks

chown -R mailman.nobody lists

what does it mean with the syntax..?
is it removing the mailman or repairing the bug..?
